Project Background

The Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP) will safely destroy 2,611 tons of mustard agent in mortar rounds and artillery projectiles stored at the U.S. Army Pueblo Chemical Depot (PCD) approximately 25 miles from Pueblo, Colorado. Neutralization followed by biotreatment is the technology selected by the Department of Defense to destroy the Pueblo chemical weapons stockpile. The PCAPP plant began the operations and munition destruction phase as of September 2016.

Candidates for unescorted access to the Chemical Limited Area must successfully clear National Agency Check with Local Check (NACLC). All employees are subject and agree to random drug and alcohol testing as a condition of employment. Must be physically fit and able to work safely at an operating plant. Eligible applicants must be a US Citizen and successfully go through a government screening process. Based on project goals and objectives, candidates established within our local community are desirable.

Role Overview

The Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP) is looking for a Work Control Clerk at the Pueblo, CO location. This position will report to the Administrative Support Supervisor at the PCAPP project. Under minimal supervision, this role performs a variety of clerical functions for the project’s Work Control department. Adheres to company and department policies and expectations. Performs data entry using InfoWorks, Bechtel’s enterprise content management system (ECMS). Uses office automation tools. Helps prepare simple to complex correspondence and reports.

This PCAPP position falls under the scope of the McNamara-O’Hara Service Contract Act of 1965 (SCA). The SCA requires PCAPP to provide employees with benefits and wages no less than the amounts the Department of Labor has established for the location and classification in which the employee will be working.

This is a long-term assignment with a 4-10 schedule. The work hours are from 6:00am 4:30pm Tuesday Friday. This position may require additional overtime hours as deemed necessary.

Principle responsibilities include, but are not limited to:

  • Review deliverables of assigned staff; monitor quality to ensure that all documents conform to established standards and procedures.

  • Interface with internal and external customers on a routine basis; interface with other groups in the resolution of questions or problems.

  • Establish and maintain an electronic and hard copy filing system of project documents or departmental documents (e.g., manuals, procedures, communications, or any other department-specific materials).

  • Assemble information (e.g., status reports) for managers and other department or project personnel, as requested.

  • Provide general and technical support to project personnel in the use of InfoWorks.

  • Support department meetings with the preparation of meeting materials, generation of meeting minutes, and tracking of department action items and assignments.

  • Serve as a trained backup in case of the absence of other department administrative staff.

  • Develop written desk guidelines.

  • Instruct others in project/department applicable work processes in clerical, administrative, and/or document control activities.

  • Based on inputs for managers, accurately prepare final tables, reports, and presentations and maintain databases.

  • Perform quality control of scanned images and data entry.

  • Extract reports and perform a variety of queries using standard office automation tools and the project ECMS (InfoWorks).

  • Perform other duties as assigned by manager and/or as requested by other team members.

  • Work overtime on a short notice if necessary.

Basic Qualifications:

  • Must be able to demonstrate intermediate skills using Microsoft Excel, Word, Outlook, and PowerPoint. A skills assessment will be administered to test proficiency.

  • Must be able to demonstrate intermediate written and verbal communication skills—including office grammar and punctuation. A skills assessment will be administered to test proficiency.

  • Must be US Citizen or lawful permanent resident

  • Must be able to obtain and maintain unescorted access to the Depot

Minimum Qualifications:

  • Demonstrated knowledge of administrative processes and procedures.

  • Ability to extract, compile, and analyze non-technical and semi-technical data for correspondence and reports.

  • Ability to review deliverables and monitor quality to ensure all documents conform to established standards and procedures.

  • Must be proactive, use individual initiative, follow assignments through to completion, and be attentive to detail, quality of work products, and deadlines.

  • Ability to perform multiple tasks and adapt to changing priorities.

  • Skilled at scanning and data entry.

  • Experience with InfoWorks or similar ECMS.

  • Demonstrated ability to set up and maintain the project or departmental filing systems and procedures.

  • Good verbal and written communication skills.

  • Good organizational skills.

  • Strong interpersonal skills and proven record as a team player required.

  • Ability to operate effectively in a fast-paced, high-energy work environment.

  • Ability to work overtime on short notice, as required.

Preferred Qualifications:

  • Ability to remain current with department technologies, techniques, and services relevant to area of responsibility, and to make recommendations for work process improvements, procedures, and practices.

  • Previous administrative experience in operations work environments.

  • Knowledge of technical vocabularies and terminology common to Maintenance and Work Control

  • Experience working in MAXIMO

Depending on the work performed and the access granted a government security investigation and other physical requirements such as respirators may be mandated.
