The Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP) will safely destroy 2,611 tons of mustard agent in mortar rounds and artillery projectiles stored at the U.S. Army Pueblo Chemical Depot (PCD) approximately 25 miles from Pueblo, Colorado. Neutralization followed by biotreatment is the technology selected by the Department of Defense to destroy the Pueblo chemical weapons stockpile. The PCAPP plant began the operations and munition destruction phase as of September 2016.
Candidates for unescorted access to the Chemical Limited Area must successfully clear National Agency Check with Local Check (NACLC). All employees are subject and agree to random drug and alcohol testing as a condition of employment. Must be physically fit and able to work safely at an operating plant. Eligible applicants must be a US Citizen and successfully go through a government screening process. Based on project goals and objectives, candidates established within our local community are desirable.
The Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP) is looking for an HR Specialist to support primarily Learning & Development programs and complex HR matters at the Pueblo, CO location. This position will report to the HR Manager at the PCAPP project.
This is a long-term assignment with a 4-10's schedule. The work hours are from 6:30am 5:00pm, Monday-Thursday. This position may require additional overtime hours as deemed necessary.
Principle responsibilities include, but are not limited to:
Support the HR Learning and Development function at PCAPP and its various programs.
Develop and conduct training (i.e. leadership, accountability, forthright conversations).
Facilitate performance improvement initiatives to include leadership development, career development, change management, advanced interpersonal and team skills, diversity, strategic planning, coaching, and performance management
Assess organization-wide leadership and cultural needs in collaboration with stakeholders and other sources of input and provide recommendations for appropriate initiatives.
May support talent management initiatives over the course of a year, as well as assist with creation of presentation materials related to this information.
Enter data and produce reports using various Bechtel-HR specific computer applications, such as TalentWorks and Business Objects. Assemble information, such as training data, statistics, and metrics as requested.
Facilitate Upward Feedback and New Leader Assimilation Meetings.
Support various HR initiatives and programs over the course of a year, including but not limited to HR operations, audits, compensation, and performance management.
Assist in other complex HR matters beyond L&D as part of our small HR team at PCAPP.
Other HR duties as assigned.
Bachelor’s degree in Human Resources, Education, Business Management, Psychology, or related field and 6 years of related experience including facilitation of instructor led classroom training
In lieu of a degree, high school diploma or equivalent and 12 years of related experience including facilitation of instructor led classroom training.
Must be a US Citizen
Must be able to obtain and maintain any security clearances required for this position according to Army Regulation 50-6 (Chemical Surety) *

Must possess strong organizational skills with the ability to multi-task and prioritize work assignments.
Advanced communication skills both verbal and written.

Intermediate proficiency working in Microsoft Excel, Word, Outlook, and PowerPoint.

Must be able to work flexible and/or additional working hours during key HR initiative time periods.
Proficiency in data collection and producing metrics.
Certified to train Bechtel Leadership Academy courses, including Supervisor Essentials, Unconscious Bias for Leaders, Bechtel Supervisor Development Program, Performance Based Leadership, Forthright Conversations, and/or Building Strong Relationships.
Certified to train Behavioral Based Interviewing/Panel Interviewing.
Certified to lead upward feedback and 360 coaching sessions.
Certified for individual and group coaching.
Fully mobile and willing to consider the next assignment in another geographic location.
Proficient in using Bechtel-HR Systems and Applications such as SAP, TalentWorks, PD@Bechtel, and QlikView
Working knowledge of Bechtel’s organizational structure.
This project is subject to the Army Regulations (AR50-6 Chemical Surety) which governs persons performing work under the Chemical Personnel Reliability Program (CPRP) and Unescorted Access Program (UAP). Depending on the work performed and the access granted a government security investigation and other physical requirements such as respirators may be mandated. Eligibility to be placed in a CPRP or UAP position requires US citizenship.
