The Director of Public Works is an FLSA-exempt upper management position responsible for the Public Works Bureau for the City including Streets, Transportation, Traffic Maintenance, Public Buildings, Engineering, and Solid Waste.

Duties & Responsibilities
Manages the development and implementation of department goals, objectives, policies, and priorities for each assigned service area
Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures and allocates resources accordingly
Directs engineering, construction, maintenance, and repair of streets, alleys, and public improvement projects within the public right of way
Is accountable for the construction and maintenance of all City buildings
Oversees the review and approval of engineering reports, plans, and specifications for public improvements submitted by private engineering firms
Meets with developers and contractors to resolve design and/or construction disputes involving public works improvements
Is accountable for the overall compilation of the budgets for all divisions within the department
Prepares oral and written reports for the Mayor, City Council, and the public
Provides mentoring and direction to the staff within the department’s divisions
Meets with the public, design professionals, developers, contractors, and others in order to provide guidance and resolve issues

Knowledge, Skills & Abilities
Comprehensive knowledge of public works organization and administration, laws, ordinances, and regulations pertaining thereto
Thorough knowledge of organization and procedures of a Department of Public Works
Intimate knowledge of the theory and practice of design and construction of public works projects
Outstanding analytical ability
Highest order of administrative and executive ability
Unusual ability to meet and deal successfully with other City employees, the public, and other agencies
Ability to consult with others on professional and technical public works problems
Excellent business and administrative judgment
Ability to prepare and present professional and technical reports on public works matters
Ability to manage the construction of capital improvement projects
Ability to manage and monitor several budgets, including operating expenses for all divisions of the Public Works Department
Ability to perform all the job duties in a safe manner
In addition to the required knowledge, skills, and abilities listed above, this position requires the following:
Graduation from a recognized school of engineering with a bachelor’s degree or higher education in civil, structural, or related engineering
At least ten (10) years of successful professional engineering experience
Registration as a Professional Engineer in the State of Colorado, or registration as a Professional Engineer in another state and the ability to obtain a Colorado registration through reciprocity within one year from date of hire
A valid driver’s license by date of application and a valid Colorado Driver’s License by date of appointment
A master’s degree from an accredited college or university in Public or Business Administration is strongly preferred.
SPECIAL CONDITIONS OF EMPLOYMENT:
Position requires that the individual be able to work beyond regularly scheduled operating hours, attend evening meetings, and work flexible hours. Most duties are performed indoors; however, the incumbent will be required to perform some duties outdoors. Must be able to work, drive, and travel in inclement weather.
The required license and registration must be maintained throughout the term of employment. Failure to obtain or maintain licenses and certifications may result in demotion or termination.
Due to Federal and State Criminal Justice System access requirements, classifications that access and maintain criminal justice information may also be required, as a condition of employment, to not have been convicted of and/or have pending charges of a felony or misdemeanor crime that would deny or otherwise restrict access to criminal justice information. This requirement applies to all existing City employees as well as external candidates seeking to fill positions that meet the given criteria.
