An Apprentice Relay Technician shall have an ambition to become a journeyman relay technician. The apprentice will complete the necessary hands-on, work studies, on the job training required to test out and graduate from the apprenticeship training program provided by the company.

SALARY RANGE: Determined by current Collective Bargaining Agreement

REPORTING RELATIONSHIP: Relay and Controls Supervisor

LOCATION: Pueblo, Colorado

  • Must live within 60 minutes of reporting location.


  • Work will be performed under the supervision of a Journeyman Relay Technician in the field.

  • Must pass all apprenticeship lessons according to the JAC apprenticeship standards.

  • Must pass the examination as required by the JAC Apprentice Committee

  • Capable of being trained in programming, testing and maintenance of protective relays and remote terminal units in an electric utility substation environment which includes but is not limited to:

Protective relay job functions:

  • Perform testing, calibration, and maintenance of all installed protective relay equipment, including electromechanical, solid state and microprocessor systems.

  • Formulate automated relay tests and troubleshoot the testing process.

  • Adhere to standards and guidelines set forth by FERC, NERC and any other regulatory agency of the North American standards.

  • Test all equipment in accordance with the BHC Protection Systems Maintenance Program to satisfy NERC and FERC requirements.

SCADA RTU job functions:

  • Install and maintain substation SCADA Remote Terminal Unit (RTU) equipment.

  • Perform troubleshooting duties on substation SCADA Remote Terminal Unit (RTU) equipment.

  • Maintain Schweitzer Engineering Laboratories (SEL) substation communication processors installations.

  • Create RTU and communication processor configuration files and support documentation.

Common job functions:

  • Install firmware upgrades in relays, RTUs, and communication equipment.

  • Maintain RTU Battery Maintenance program.

  • Installation, maintenance and testing of substation metering.

  • Wiring of substation instrument transformers, relays, panels and breakers.

  • Setting and testing of ATO controls and vacuum interrupter relay controls.

  • Testing various power-line carrier communications systems.

  • Testing of instrument transformers.

  • Setting and testing recloser controls.

  • Setting and checking for proper levels of voltage regulation of LTC’s and regulators.

  • Knowledge and compliance to safety policies, procedures and standards established by the Company and regulatory agencies.

  • Attend safety meetings and other employee training as assigned.

  • Support Continuous Improvement efforts that directly impact the Relay & Controls group.

  • Support safety initiatives.


  • Substation equipment commissioning and acceptance testing.

  • Work with engineering personnel during testing and troubleshooting.

  • Maintain effective working relationship with direct supervisor and reporting manager.

  • Maintain effective working relationships with employees and customers. Includes but not limited to the following departments: Engineering, Construction, Line Operations, Metering, Communications, Generation, Reliability Center

  • Willing to stay over-night, out of town and be available to travel as projects require.

  • Willing to work over-time and extended periods of time

  • Work in storm restoration operation to rebuild and/or repair damaged power system.

  • Requires the ability to learn and follow all Construction and Operating Standards, Company Policies and Safety Practices.

  • Must be able to complete OSHA and Joint Apprenticeship Committee requirements as outlined.

  • This position may include some travel.

  • Willing to stay over-night out of town and be available to travel as projects require

  • High school diploma or equivalent required.

  • Ability to obtain and hold a valid Colorado CDL Class “A” driver’s license within 90 days of hire.

  • This position requires a minimum of 2700 documented apprenticeship hours affiliated with the Department of Labor.


  • Strong computer skills, including proficiency in Microsoft Excel, Word and Outlook.

  • Must have organizational and record keeping skills.

  • Strong verbal and written communication skills and the ability to interact in a team based environment.

  • High regard for the goals of the company and its employees.

  • Work alongside journeyman in storm restoration operations to rebuild and repair damaged power systems.

  • Demonstrate agility by adjusting to changing circumstances.

  • Ability to maintain proficiency with new systems and software as technology evolves.

Employee is frequently (34-66%) required to: access low and high areas with additional equipment, ascend/descend stairs, maintain hand and foot coordination, move hands in repetitive motion, kneel, reach above the shoulder, and sit. The employee may occasionally (less than 33%) be required to: use a respirator and sit. Employee must be able to operate job related equipment and tools. Must be able to work with and distinguish between colors. Must be able to routinely perform this work for an average of 8-10 hours per day and occasional extended hours as necessary. Must be capable of regular, reliable, and timely attendance.

Specific lifting abilities required by this job include: Heavy work. Exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 25 pounds of force constantly to move objects.

Work environment: Must be able to occasionally perform work indoors and routinely perform work outdoors in sometimes inclement weather with moderate to high noise level. Worker may be subject to hazards including variety of physical conditions, such as proximity to moving mechanical parts, moving vehicles, electrical current, working in places of height, or close quarters (i.e., crawl spaces, small enclosed rooms, narrow aisles of passageways). Must be capable of occasional travel less than 10 days per year) by automobile (as driver and passenger), commercial airlines, rental vehicles and public transportation and be able to lodge in public facilities.
