Summary This position is located in the US Dept. of Health and Human Services (DHHS), Food & Drug Administration (FDA), Office of Regulatory Affairs (ORA), Office of Human & Animal Food Operations (OHAFO-WEST). OHAFO oversees program directors in the coordination, interpretation & evaluation of the Agency's overall field inspections & compliance efforts in the areas of human & animal food & other products regulated by the Center for Food Safety & Applied Nutrition and the Center for Veterinary Medicine. Responsibilities Serves as the District Director responsible for all phases of planning and managing the district?s programs including enforcement, quality management, and program evaluation. Provides leadership and overall direction for the district covering investigative, compliance, and administrative functions as well as consumer affairs and state contract management. Develops ORA program policy and objectives, short- and long-term goals, program strategies, and operating policies. Formulates, executes, and oversees of the Office?s enforcement actions and responses to emergencies. Develops and maintains effective communication with regulated industry, consumer groups and the public to foster understanding of the Agency's programs activities and regulations. Requirements Conditions of Employment Qualifications The position of Supervisory Consumer Safety Officer (District Director) falls within the 0696 occupational series. To qualify for this position at grade GS-15, you must meet Time-in-Grade requirements by 11:59 pm EST on 04/15/2021. Time-in-Grade: Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement. Applicants must have completed 52 weeks at the GS-14 grade level or higher in the Federal service. Basic Requirement: Applicants must meet one of the following requirements: A bachelor's or graduate/higher level degree in quality assurance or a related degree that included at least 30 semester hours in one or a combination of the following: consumer laws, biological sciences, food science, chemistry, pharmacy, physical sciences, food technology, nutrition, medical science, engineering, epidemiology, veterinary medical science, legal investigations, law enforcement, or related scientific fields that provided knowledge directly related to consumer safety officer work. The 30 semester hours may include up to 8 semester hours in statistics, or course work that included the principles, theory, or practical application of computers or computer programming. -OR- Combination of education and experience: courses consisting of at least 30 semester hours in the fields of study described in the paragraph above, plus appropriate experience or additional education. Specialized Experience: Experience directly related to the position to be filled which has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position. GS-15: Applicants must have one year of specialized experience equivalent to the GS-14 grade level in the Federal Service which includes: managing broad national policies, programs, operations, and activities carried out by subordinate staff; evaluating data and evidence to formulate program direction or policy; interpreting and implementing existing laws, regulations, and policies; managing short- and long-term strategic program planning to include staffing, managing, overseeing a program budget, and performing supervisory duties.
