As aContract Specialist, you will provide the professional placement of Governmentcontracts, using the full range ofpre-award and post-award functions, for servicesor supplies.
This position is located in the Region 8, Public Buildings Service.
TheAcquisition Management Division provides innovative, timely and cost effective acquisition and business solutions for internal and external customers.
We are currently filling one vacancy, but additional vacancies may be filled as needed.
Duties include, but are not limited to: Performing acquisition planning tasks to include reviewing and analyzing procurement request, researching market conditions, determining the method of procurement and contact type, preparing justifications and documentation.
Awarding,assisting in awarding and administering a variety of contracts.
Developing and preparing contract solicitations and modifications incorporating appropriate language, specifications and clauses based on various factors such as market conditions, customer requirements, etc.
Evaluating or assisting in evaluating technical submissions, bids or offers for responsiveness to the solicitation, performing price analysis and determining competitive range for negotiations.
Assisting or performing post-award duties including monitoring contract performance, payment processing, executing and documenting conventional contract modifications.
Conducting or assisting in conducting contracting meetings; Responding to inquiries from customers and vendors concerning contract issues and concerns; keeping customers and stakeholders appraised of status and in the resolution of issues.

Work is performed primarily in an office setting, with occasional visits to project sites. Travel to contractor's facilities and work performance sites may require special safety precautions or severe weather protection, such as protective clothing or gear such as masks, coveralls, coats, boots, hard-hats, goggles, gloves or shields.

The GS-09 salary range starts at $58,006.00 per year.If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.
Basic Requirement for GS-1102-09 level: A 4-year course of study leading to a bachelor's degree with a major in any field;OR at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
Exception Provision : If you occupied a GS-1102 position at the GS-5 through GS-12 on January 1, 2000, you are considered to meet the basic requirement.
GS-1102-09 vacancies: You must meet the Basic Requirements (or the exception) listed above, and have one of the following:
(a) One year of specialized experience equivalent to the GS-07 level in the Federal service. Specialized experience is defined as experience performing recurring and developmental contracting assignments. Procurement at this level include: Determine appropriate contract vehicles (i.e. purchase orders, blanket purchase agreements, etc...) to plan and carry out acquisition actions;
Evaluating vendor offers for responsiveness;
Identifying excessive or underestimated prices and negotiates prices;
Responding to and resolving common acquisition issues/questions. (b) a masters or equivalent graduate degree;
(c) 2 full years of progressively higher graduate level education leading to a masters or equivalent graduate degree;
(d) a LL.B. or J.D., if related to the work of the position;
(e) a combination of graduate level education (beyond the Bachelor's Degree) and specialized experience (as described above)that together meet the qualification requirements of this position.
