Description of Work Unit

The Colorado State University System office is located in Denver, Colorado. The CSU System comprises CSU in Fort Collins, CSU Pueblo, and CSU Global. The System office is home to initiatives representing more than one campus within the System including the CSU Todos Santos Center and forthcoming CSU Spur campus. About the Spur Campus: The CSU System, along with its partners, will stand up three buildings focused on water, food and agriculture, animal health, and sustainability at Spur at the National Western Center (NWC). Within the Spur buildings, CSU will conduct research and convene experts from around the globe; students of all ages will engage with science and technology, and have opportunities for exploratory learning, transforming their thinking about food, water, and health and the careers available in these fields. Partners will participate in programming the space and bring evolving content to the year-round campus. These facilities include laboratory space, classrooms, public education spaces, outdoor spaces, a flexible theater, a rooftop greenhouse and more! All three facilities are targeting LEED Gold, and their operations should reflect the state-of-the-art in sustainability and healthy building operations. Position Summary

The CSU System is seeking the newest member of the dynamic Spur campus team—the Spur General Manager. The GM will guide the opening of the CSU Spur campus facilities (opening in 2021/22) and manage ongoing campus operations. This position will include managing external partnerships and tenants within the buildings, working closely with IT and other departments, ensuring best-in-class management for sustainability principles including energy and water savings and occupant health, and managing budgets and contracts to keep the Spur facilities running smoothly.

The Spur General Manager position is a unique opportunity to join a team at the beginning of a new campus’s operations, observe final construction phases, and develop short- and long-term facility management protocols with a diverse team of collaborators from the other CSU campuses. The Spur campus has a one-of-a-kind collection of amenities that include multiple types of laboratories, classrooms, a teaching kitchen, a food lab, a greenhouse, and a flexible theater and more. This unique position requires both creativity and attention to detail and is a chance to demonstrate expertise in both.

The position is a salaried position, that will require duties during regular working hours as well as duties during extended hours for events scheduled at the complex.

Required Job Qualifications

Bachelor’s degree.

Minimum of 5 years of oversight and management responsibility for building and system maintenance and operations.

Demonstrated experience managing multiple buildings (e.g., corporate, government, or educational campus) together.

Demonstrated budget and financial acumen, including operating budgets of over $1M and real estate leases.

Demonstrated knowledge of building performance, sustainability, energy and water use reduction, and healthy building materials and operations.

Demonstrated experience managing security teams and/or contractors.

Demonstrated strong administrative skills, including managing contractors, contracts, and internal staff teams.

Detail oriented and organized to execute and report on service contracts, bids, maintenance logs, regulatory reporting.

Ability to read and understand Construction Documents, including plans and specifications in a variety of formats, including Bluebeam.

Proficiency with Microsoft Office Suite including Outlook, Excel, Word.

Strong interpersonal communication skills.

Ability to manage disputes and conflicts with staff, vendors, and subcontractors in a professional manner.

Must have a valid driver’s license or the ability to obtain a driver’s license or access to a licensed driver by the employment start date.

Preferred Job Qualifications

Master’s degree in a related field.

Experience convening, managing, and participating in effective cross-disciplinary teams.

Demonstrated experience with and understanding of all aspects of a mixed-use environment, including supporting events of various sizes and types of events.

Demonstrated knowledge of advanced energy systems, central plants, boiler systems, water treatment, electrical, plumbing, painting, carpentry, building controls, maintenance and the tools and material used in the preventive maintenance of the facility.

Essential Duties

Job Duty Category Facility Construction Close-out and Opening


Attends all building systems start-ups, training, and commissioning of major HVAC and Electrical systems between hire date-June 2022 while the building is under construction.

Oversees the competitive bidding and execution of major building operational/maintenance contracts including, but not limited to: Garbage/Recycling, Elevators, Central Plant / HVAC, Landscaping, Window Washing / Building Cleaning, Janitorial Services.

Oversees the development of facility operational manuals and warranty tracking with the Project Team including a digital operational manual for the facility.

Develops operational budget for the facility including potential contracts mentioned above and other general administrative requirements.

Collaborates with the National Western Center Authority on any operational needs for the district energy system.

Develops an annual strategic plan that is in accordance with overall project goals, including sustainability and building performance.

Assists the CSU Spur Project Team and Owner’s Representative with any and all tasks needed to ensure successful facility opening starting in January of 2022.

Job Duty Category Ongoing Facility Operations


Leads on-site operations, including oversight of security, maintenance, parking, tenant relations, property management, event management, etc. and assumes primary responsibility for coordinating the activities of the buildings, restaurants, and retail and event operations.

Collaborates with Risk Management to identify operational and security risks and creates solutions. Actively collaborates with the National Western Center Authority, neighborhood groups, the City and County of Denver, and adjacent landowners to develop and implement security/risk management programs, as needed.

Negotiates, executes, and oversees the fulfillment of contracts for operational services with third-party vendors.

Manages maintenance activities, capital improvements, and renovation projects, including design, procurement, and completion, with focus on high standards and minimizing disruptions to tenants, guests, and the public.

Manages and work alongside staff and contractors to perform daily work orders, troubleshoot and repair or arrange for repairs of the building operating systems.

Tracks and manages warranty-related issues related to new systems and equipment installed in the building.

Manages preventive maintenance and repairs to the building mechanical, electrical, carpentry, HVAC and plumbing, life safety, fire protection and security systems.

Collaborates with Director of Denver IT Operations to ensure all IT aspects of Spur are operating as expected and involving IT team as needed.

In concert with technicians as appropriate: Requisitions and/or purchases supplies and materials; Maintains maintenance activity records and logs; Complies with and tracks all Health and Safety rules and regulations. Trains employees on proper equipment usage; Creates and manages inspection and repair schedules.

Oversees on-site Property Management and Project Management activities for leasable spaces and coordinates the common needs of the tenants and other third parties, as needed (e.g., events, partners, etc.)

Oversees hiring, management, and evaluation of positions that report to GM.

Where applicable, oversees the development of business cases for potential new revenue generation and/or cost containment opportunities, and assists with the evaluation of risks, rewards, and impacts of strategic decisions.

Monitors and evaluates the performance of the various components of the project (e.g., restaurants, operations, events, leasing, etc.) on a monthly basis and hold vendors and managers accountable for their strategic plans and associated performance of their respective business units.

Leads the annual Spur operating budgeting process and ensures budgets are followed.

Assists the Spur executive team with operational reviews and maintenance planning. Develops 5-yr and 25-yr Capital Projects Plan for the facility to include refurbishment/replacement of major equipment as required based on end-of-life cycles.

Organizes staff scheduling, monitor hours, and submit payroll as required.
