Description of Job
This position is located in the Colorado Department of Transportation's (CDOT) Division of Transit and Rail (DTR) Transit Programming Unit in Denver. Under the guidance and supervision of the Unit Manager, this position helps manage the transit budgets and databases.
Major duties and responsibilities include, but are not limited to:
Assists in the collection, compilation, utilization, analysis, interpretation, and reports on various transit-related budget actions, policy changes, and data for performance measure purposes.
Aids the Division as the foremost source of transit-related data in the State and provides such data, as requested, internally and externally. This includes POP Status Reporting and Federal Funding Accountability & Transparency Act (FFATA) reporting.
Supports implementation of the Division's SalesForce management module (COTRAMS), including serving as system administrator.
Assists with the start-to-finish organization, execution, and completion of the annual planning call for projects through which CDOT distributes less than half a million dollars for projects. Uses planning data and policy framework information to initiate the process and annually conduct the award process for the FTA 5304 planning funds.
Works closely with Grant Coordinators in the Transit Grants Unit and the DTR Business Office to track the financial status of each individual FTA and FASTER grant administered by DTR.
Prepare various technical reports that are required by statute to be submitted to the Federal Transit Administration (FTA) on a quarterly and/or annual basis.
Prepare a quarterly financial report for the CDOT Transportation Commission.
Other job duties as assigned.
Primarily 8:00 am – 5:00 pm work hours, Monday-Friday
Travel required during work hours throughout Metro Denver/Front Range
Occasional overnight travel 5-10 times a year throughout Colorado and sometimes out-of-state for conferences
Attendance at some evening meetings

A bachelor's degree from an accredited college or university in Business/Public Administration, Public Accounting/Financial Management, Public Policy, City/ Urban, or Transportation Planning, Civil Engineering, Data Management, or a closely related field. (A copy of your transcript must be submitted to verify this requirement.)
AND at least one (1) year of full-time professional work experience where the primary purpose was transportation or transit planning, or program administration in a government, non-profit or transportation/transit setting.
DEFINITION: Qualified program administration experience includes MOST of the following: being responsible for multiple, on-going, inter-dependent projects, grants, or contracts from applications to awards, then finally to executed grant agreements; prioritizing and coordinating resources; administering budgets; awarding grants/contracts; reviewing invoices and authorizing payments; Database management, including evaluating and monitoring program performance and adherence to timeframes; evaluating data, developing program reports, etc.
Substitution: Additional work experience that provided the same kind, amount and level of knowledge acquired in the required education, may substitute on a year-for-year basis for the required bachelor's degree but not for the specific experience. A Doctoral or Master's degree in Business/Public Administration, Public Accounting/Financial Management, Public Policy, City/ Urban, or Transportation Planning, Civil Engineering or Data Management will substitute for the undergraduate degree and one year of the required professional experience.

The Exceptional Applicant will be an experienced transportation professional and will possess the proven ability or accomplishment in the following:
Demonstrated success with the duties listed in the Description of the Job section;
Highest work/personal ethics and integrity;
Entry level knowledge and experience with transit/transportation budgeting & programming;
Entry level knowledge and experience with transit/transportation planning & grant administration;
Entry level knowledge and experience with data management and reporting in relational databases;
Entry level knowledge of FTA and state rules and regulations including sub-award management practices and familiarity with FTA circulars for 5304, 5310, 5311, and 5339 programs;
Knowledge of the FASTER Act;
Ability to develop and manage processes, establishing workflows while maximizing transparency and efficiencies;
Knowledge and experience with state contracts and price agreements;
Proven ability to manage multiple assignments, priorities, and projects in a demanding environment;
Ability to work under tight deadlines and be adaptable to changing assignments;

Partnering with public and private organizations, special interest groups, elected and appointed officials, in situations which may be politically sensitive;

Ability to work in the SAP and SalesForce environments/platforms, and the ability to quickly learn other software systems.
