Raytheon Mgr II Subcontract Management in Colorado Springs, Colorado
Raytheon IIS is seeking a supply chain professional who will be responsible for leading a team of subcontracts managers supporting the Space and Range programs within the Mission Support and Modernization Mission Area in Intelligence Information and Services (IIS) of Raytheon Company. This position will be located in Colorado Springs, CO and will report directly to the Sr. Manager of Subcontracts in Mission Support and Modernization. As an integral member of the MSM Supply Chain leadership team, this individual will be responsible for subcontractor performance management, both cost and schedule, as well as develop a team of subcontract managers to fully utilize Raytheon’s tools and processes and ultimately ensure program success. This leader will need to have demonstrated experience working in an integrated product team consisting of peers within Supply Chain, Engineering, Business Development, Capture, Contracts and Legal. The manager creates, executes and manages various subcontract types (Cost Type, Incentive Type, Firm Fixed, etc.) as well as participates in the development of Supplier Statements of Work (SSOW), initiates and participates in supplier assessments, performs cost and price analysis, develops negotiation strategies, and leads negotiations. It is their responsibility to ensure subcontract compliance with Company policies, Public Laws in Government and commercial environment such as Federal Acquisition Regulations (FAR/DFAR), FAA, NASA, DOE, ITAR and import/export requirements. They will be expected to provide supply chain expertise and partner with Business Development and Engineering to develop supply chain strategies that support the business goals. The programs portfolio does include international programs and subcontractors and as such the lead may be required to travel to support pursuits, negotiations and source selection activities. Some experience with International subcontractors is not a must but will be a differentiator in the immediate success of the individual in this role. Additional duties include providing daily guidance, training, resource assignment, budget management, timecard approval, and performance management of up to five (5) direct reports. Requirements: Minimum of eight (8) years related experience, both domestic and international, preferably in multiple aspects of Supply Chain, Business Management, and/or Contracts Management in services and material procurements ideally working for a gov't contractor such as Raytheon Must be US Citizen Demonstrated IPT leadership skills, and experience leading teams; ability to coach, motivate and empower others. Strong negotiation skills and the ability to lead effectively and resolve conflict within a matrix environment. Demonstrated ability to influence key decision-makers and to effectively interact with partners and customers Strong project management skills and ability to convert business unit customer requirements into executable Supply Chain strategies. Ability to develop and execute project plans within budget and schedule constraints, ability to simultaneously manage multiple programs and priorities. Excellent risk and opportunity management methodologies and problem resolution techniques. Strong critical thinking skills, ability to exercise independent judgment and manage complexity and ambiguity Demonstrated ability to understand financial information, budgets, and program performance and develop strategies to improve performance in these areas Exemplary oral and written communication skills, ability to listen well and communicate effectively with others. Ability to build and maintain effective relationships based on mutual respect with peers, customers and team members Working knowledge of supply chain processes and related systems, proposal support, subcontract management, and logistics and asset management Working knowledge of US Government acquisition laws and regulations (FAR) Working knowledge of Microsoft Office (i.e. Word, Excel, PowerPoint) D esired Skills: Experience leading, or having played a significant role supporting, proposal activities including sourcing and teaming strategies, negotiation and execution of teaming agreements, small business plans, supply chain strategies, pricing and costing of supply chain labor BOEs and outsourced materials and services, material program and subcontract management plans, and proposal text writing and/or Contracts experience developing sell strategies which include terms/conditions, contract geometry, and shaping. Working knowledge of Integrated Product Development System, Earned Value Management System and Integrated Master Planning/Integrated Master Scheduling Experienced MS Project Raytheon R6S Specialist certified SubK Level 3 certified Required Education (including Major): Bachelor’s Degree in Supply Chain Management, Business Management, Engineering or related field.
