DescriptionOBJECTIVE:This is a temporary position working within the LEAP program to processapplications for eligibility determination of LEAP benefits.QUALIFICATIONS:High school diploma or equivalent with a minimum of two years of clerical andadministrative experience in an office environment. Demonstrated proficiencyin grammar, math skills, computer use and ability to accurately type 30words per minute. The incumbent must conduct oneself in a professional mannerand maintain a professional appearance that enhances Goodwill's reputationwhile demonstrating leadership qualities. The incumbent must provide excellentcustomer service to applicants, vendors and agencies. The incumbent musthave excellent written and verbal communication skills and demonstrate theability to interact with various types of internal and external applicants andagencies in a high stress environment. The incumbent must be able to maintainaccurate records and be detailed oriented. WEEKEND AND SOME EVENING WORK WILLBE REQUIRED.KEY RESPONSIBILITY AREAS:LEAP Program SupportThe eligibility specialist will attend State LEAP training and continue todevelop a thorough working knowledge of LEAP in order to support the programand other LEAP staff. The eligibility specialist will extract verification ofdata from the following data bases; CBMS, Child Support, SAVES and CUBSas a preliminary step for determining eligibility and processing LEAPapplications. The eligibility specialist will explain eligibility criteria toLEAP applicants and agencies, receive mail-in applications and review forcompleteness prior to securing verification to process applications anddetermining LEAP benefit eligibility. The eligibility specialist isresponsible for contacting vendors, applicants and other agencies forinformation, always maintain caseloads and confidentiality . Theeligibility specialist will work all cases within the allotted time frames asrequired by the State LEAP office, i.e. emergency applications within 14days and regular applications within 30 days. The eligibility specialist willprovide support to the Supervisor II with all aspects of the administration ofthe LEAP program contracts.LEAP Tracking and ReportingThe eligibility specialist will track cases in order to send out approval anddenial notices within the allotted time (14 days for emergency applicationsand 30 days for regular applications). The eligibility specialist willaddress and respond to applicant issues and work with the appropriatevendor/utilities to guarantee payments in emergencies to avoiddiscontinuance of services. The eligibility specialist will also adhere toestablished goals and assure that the program's goals and objectives are beingRelationship ManagementThe eligibility specialist is responsible for establishing and maintaining apositive and professional relationship with all customers, vendors,clients, other LEAP staff and human services agencies presenting a positiveimage of the company. The eligibility specialist will attend meetings withDiscover Goodwill of Southern .and. Western Colorado and the Department of HumanServices that are deemed necessary by the Supervisor II and/or the ProgramManager.
