Essential Job Functions

Open to Fleet Management Division employees only

Maintains fuel truck in a high state of readiness by following all Federal, State, City and El Paso County environmental laws, regulations and operating procedures. Delivers fuel throughout El Paso County to El Paso County vehicles, equipment and storage tanks as per fuel log. Measures fuel level of all fuel tanks. Retrieves usage miles or hours from all El Paso County vehicles and equipment. Affixes current registration and insurance cards to El Paso County vehicles and equipment. Ensures fuel truck is fueled at the end of each shift and pre and post inspections are completed. Assists with repair parts pick-up and deliveries as needed or assists in the garage when fueling requirements are met. Observes the Fleet Management Section Operating Procedures (FMSOP) guidelines for safety and the environmental program in both the shop and field.

  • Maintains fuel truck in a high state of readiness by following all Federal, State, City and El Paso County environmental laws, regulations and operating procedures; responds quickly to El Paso County emergencies. Delivers gasoline and diesel fuel to vehicles and equipment requiring refueling in the field. Coordinates with supervisor to receive authorization to continue dispensing fuels during adverse weather conditions.

  • Delivers fuel to El Paso County vehicles, equipment and storage tanks using proper fuel delivery processes, including uploading and dispensing, environmental, truck signage and safe driving. Changes dispenser filters as required.

  • Measures fuel level of all fuel tanks on the last working day of the week and reconciles stick readings with resource management. Accounts for excess or shortage of fuels.

  • Collects usage miles and hours from El Paso County vehicles and equipment using handheld scanner. Uploads the information into JD Edwards (JDE) at the end of each work day. Ensures all information collected and uploaded is accurate.

  • Maintains accurate fuel logs and records of fuel usage for all Department of Public Works vehicles.

  • Reports any problems, issues or abnormalities with the El Paso County Fuel Management System to the A/B UST Operator. Performs on-site corrections when possible. Reports any abnormalities of AST systems to supervisor.

  • Performs pre- and post-trip inspections on fuel truck as required and outlined in the Federal Motor Carriers Safety Regulations (FMCSR).

  • Reports all maintenance problems using the Driver Vehicle Inspection Report (DVIR); assists with or performs preventive maintenance on vehicles and equipment in the shop and field, including chassis lubrication, oil and filter changes and other maintenance as required.

  • Lubes all vehicles and equipment while fueling in yards or on job site. Adjusts fluid levels as needed. Reports any damages or needed repairs to supervisor; assists with or performs minor repairs to vehicles and equipment in the shop and field, including changing taillights, headlights, turn signal bulbs and windshield wipers. Changes cutting edges on equipment in the shop and field as required. Responsible for El Paso County issued tools and equipment.

  • Affixes registrations and insurance cards to El Paso County vehicles and equipment.

  • Responsible for following all guidelines set forth in the Fleet Management Section Operating Procedures (FMSOP) and ensuring personnel, shop and equipment safety and environmental regulations are met.

  • Ensures work and shop areas are kept clean and organized as appropriate to prevent accidents/injuries.

  • Responds to on-call after hours El Paso County emergencies.

  • Assists with repair parts pick-up and deliveries as needed or assists in the garage when fueling requirements are met; utilizes Material Safety Data Sheets (MSDS) appropriately.

  • Performs other duties as required.

Qualifications

  • High school diploma or equivalent education required.

  • Minimum two (2) years experience operating a tandem truck required.

  • Experience in refueling vehicles and equipment, including knowledge of fuel types and mixtures preferred. Must be able to deliver and dispense fuels in an environmentally safe manner.

  • Ability to maintain accurate records.

  • Ability to operate assigned tools, including hand tools, torque wrenches and air tools.

  • Ability to maintain and service both light and heavy construction equipment in field and shop locations. Ability to perform minor mechanical repairs, such as oil, filter and lube changes on vehicles and equipment and replace minor parts on vehicles and equipment.

  • Ability to establish and maintain effective working relationships with other employees.

  • Must have a clear understanding of the operations of the fuel delivery truck. Ability to understand and follow the monthly compliance Underground Storage Tank (UST) checklist.

  • Must be knowledgeable of defensive driving skills.

  • Must be able to communicate effectively using two-way 800 MHZ radio system.

  • Ability to react appropriately to emergencies within El Paso County on short notice or as directed by supervisor.

  • Maintain regular and punctual attendance.

  • Must pass conditional post offer background investigation, physical examination, drug screen and motor vehicle record check.

Licenses/Certificates

  • Must possess and maintain a valid Colorado Class A Commercial Driver's License with Tanker and Hazmat endorsements.

  • Certified A/B UST Operator preferred.

Work Conditions

Work is performed with hazardous materials, such as antifreeze, lubricants, solvents, corrosives, fuels and vapors. Work may be performed in hazardous situations, such as moving or recovering vehicles and equipment in adverse weather conditions. Work is performed with potentially dangerous equipment and tools. Ability to safely lift and carry up to 75 pounds. Subject to emergency off-hours call-out; may require working after hours or modified shifts in the event of an emergency. Subject to drug and alcohol testing.
