This position defines and drives programs and projects for FirstNet’s Technology and Innovation Division, a diverse, highly technical organization. Incumbent is responsible for working within a program and project structure for the planning, development, execution, reporting, and risk mitigation of the division’s major work streams.

Responsibilities

The incumbent of the position will perform the following duties:

  • Define and drive programs and projects for FirstNet’s Technology and Innovation Division, working within a program and project structure for the planning, development, execution, reporting, and risk mitigation of the division’s major workstreams.
  • Lead definition, implementation, execution, and completion of programs and component projects for the division in accordance with the mission and goals of the organization, ensure adherence to a rigorous, disciplined program/project lifecycle, and leverage program/project management best practices.
  • Support the division’s movement toward greater data-driven operations and decision making, including implementation of success measures, key performance indicators (KPIs), dashboards, trending, analytics, and reporting.
  • Develop new program and project plans to support the strategic direction of the organization as it evolves.
  • Contribute to the definition and implementation of an overall program management structure and plan for the division.
  • Achieve operational objectives by contributing to program plans and reviews; supporting the division’s technical teams with program and project management; preparing and completing action plans; driving cross-functional teams; identifying program risks and developing mitigation plans; implementing production, productivity, quality, and customer-service standards; resolving problems and conflicts; completing audits; identifying trends; determining system and process improvements; implementing change; producing accurate and timely reporting of program/project status throughout their life cycle.
  • Contribute to the budget, expense, procurement, and operating plans for the division and its programs/projects.
  • Active development of personal knowledge, skills, and abilities in understanding the needs of the public safety community, wireless technologies, and program/project management methods, tools, and processes.
  • Establish and build productive stakeholder relationships both internally (leadership, strategy, advocacy, contract management, network management, product) and externally (public safety, partner, industry, federal, academia).

Qualifications

This position is being advertised at the ZA-IV Band, which encompasses the GS-13/14 grade level.

Applicants must have one year of specialized experience equivalent to the GS-12 equivalent band in the Federal service. Specialized experience is experience that has equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position.

For the Band IV, you must have at least one full-time year (12-months) of specialized Program Manager work experience at or equivalent to the GS-12 grade level in the Federal service. *Specialized experience is defined as:*

  • Experience creating operational program and project plans and driving cross-functional teams to successfully deliver a diverse set of projects leveraging program and project best practices.
